Sewage backup in the house: first steps in San Diego
Sewage backing up in a San Diego house? Stop water use, check other drains, and request a licensed plumber. Call (858) 400-4417 for a same-day referral.
Sewage is coming up in more than one place, or it is already on the floor. That is a house-side line event, not a single clogged toilet. Stop running water. Then get a licensed plumber looking at the line, not another bottle of cleaner.
What a whole-house sewage backup is telling you
A toilet that will not plunge is one fixture. Sewage in a tub, a shower, a floor drain, and a toilet at the same time is the building drain or the sewer lateral. Wastewater has nowhere to go, so it comes out at the lowest opening.
If only the bathtub is rising when you flush, read sewage backing up into the bathtub. That page is the tub-as-lowest-drain case. This page is the house-wide backup: more than one fixture, sewage on a floor, or a cleanout already weeping.
Do not flush. Do not run the dishwasher or the washing machine. Do not pour chemical drain opener into standing sewage. The liquid sits on top of the waste. The contractor you hire then has to work through it.
If water is still climbing, shut the house off at the main. Find the main water shut-off before you guess at valves under a sink. The toilet stop on the wall only kills that bowl.
First moves that actually help, and ones that do not
Keep people and pets out of the wet rooms. Untreated sewage is a health problem. This page does not give a cleanup protocol. A restoration company handles contaminated floors and drywall. A C-36 plumber handles the pipe.
If you can reach an outdoor sewer cleanout without standing in waste, note whether the cap is already leaking. Do not force a seized cap. A broken cleanout is a second repair.
San Diego County is not one sewer map. A 1920s bungalow in North Park, Golden Hill, or Mission Hills often sits on a long original lateral, sometimes down a canyon to the main. A postwar ranch in El Cajon, Lakeside, or Santee may cross a wide lot with trees in the parkway. A coastal unit in Pacific Beach or Encinitas can share tight plumbing. South Bay houses in Chula Vista and National City mix older laterals with newer tracts. Inland North County lots in Escondido, San Marcos, and Vista often sit farther from the main than a downtown condo. The same backup can be a wad at a closet bend in one house and a packed lateral in the next.
Pipe material by neighborhood is not something this page can verify. Ask the sewer agency that serves the parcel.
City of San Diego laterals versus other agencies
Inside the City of San Diego, the property owner maintains the sewer lateral from the house all the way to the connection with the sewer main. That connection may be in the street past the property line, on an easement, or in a canyon. The city will clear a problem in the section beyond the property line and in the city right-of-way when the homeowner has lost all sewer facilities. There is no reimbursement for plumbing work you already paid for. Source: City of San Diego Metropolitan Wastewater.
A backup that still leaves some fixtures working is usually still on the house side. A total loss of sewer, with sewage at every drain, is the case the city describes for right-of-way clearing. Confirm which agency is on the water bill. Padre Dam, Otay, Helix, and city systems in places like El Cajon are not interchangeable.
Owner maintenance includes keeping the lateral clear of roots, grease, and debris, and repairing breaks between the house and the main connection.
What the contractor you’re matched with may inspect
Plumbing Pro San Diego is a referral service. We match you with independent C-36 licensed plumbing contractors. You hire the plumber directly. The person at the cleanout is the one who inspects, clears, and repairs.
A C-36 license covers the proper disposal of fluid waste from the building. Clearing a backup, opening a cleanout, and working the drain that leaves the house sit inside that classification. Forced-air heating does not. Individual contractors still vary in what they carry on the truck.
Before anyone opens a line, check the license on the Contractors State License Board site. Search by license number, business name, or personnel name. The lookup shows status, expiration, classification, bond information, and workers’ compensation. The database is down Sundays 8 p.m. through Mondays 6 a.m. for maintenance.
California requires a contractor license when the aggregate contract price for labor, materials, and everything else is $1,000 or more. That threshold moved from $500 to $1,000 on January 1, 2026. Work under $1,000 is exempt only when it is casual, minor, or inconsequential, and it does not need a building permit. Splitting jobs to stay under the number does not make an unlicensed person legal.
On site they typically start at the fixtures, then the cleanout. They may cable, jet, or camera. This page cannot tell you which tool your house needs. A sewer camera inspection is a decision after they see the line, not a promise of roots or a belly. Hydro jetting is another tool some C-36 contractors use. It is not a first move on a mystery clog in a cracked pipe.
How to request an emergency plumbing referral
Have three facts ready. Which fixtures are backing up. Whether an outdoor cleanout is already leaking. Whether you are in the City of San Diego or another sewer agency.
Then request an emergency plumbing referral through Plumbing Pro San Diego. We connect you with an independent licensed plumber who serves your city. You talk through the backup, you hire them, and you pay them. We do not set prices, and we do not send a company truck.
Mention sewage on the floor. That changes how the contractor stages the visit. If the job moves from a clear into line repair, the same C-36 contractor may handle it, or they may tell you the next step, including sewer line work.
